The Homeless Leasing Assistance Program

The Homeless Leasing Assistance Program (HLAP) and the Chronically Homeless Leasing Assistance Program (CHLAP) are Permanent Supportive Housing Program. Both programs provide monthly rental assistance and program-related supportive services to participants. Applicants must meet specific program criteria to qualify. These qualifications include the head of household having a severe and persistent mental illness or Developmental Disability. One must also be HUD-defined homeless which includes living on the streets, in a shelter, or coming from transitional housing as long as the person was homeless the night before. Program Participants are required to progress in program goals while in the LAP which include obtaining permanent housing, increasing self sufficiency, and increasing skills and/or income.
